Planning and Management of Munitions Response Actions

The purpose of this course is to provide technical training essential to project managers involved in the investigation and cleanup of unexploded ordnance (UXO), discarded military munitions (DMM), and to some extent munitions constituents. The training is intended to give technical project managers enough knowledge of issues to prepare for, plan and conduct a munitions response action. The Systematic Planning Process (SPP) is emphasized as a model for project planning.

The focus of this training is the management of the explosive component of UXO, DMM, and associated soil media (reactive or ignitable in nature). The investigation of munitions constituents is only addressed to the extent that there are issues unique to these types of chemical residues. The course assumes a basic familiarity with the Resource Conservation and Recovery Act (RCRA), and the Comprehensive, Environmental Response, Compensation and Liability Act (CERCLA). Although a regulatory framework is provided, the training focuses on the technical and project management of these response actions.
