The Oil Pollution Act of 1990 requires each Coast Guard Captain of the Port (COTP), the lead federal official for pollution response in the Coastal Zone, to co-chair along with state environmental partners an Area Committee consisting of representatives from Federal, State, and local government. Industry, port partners, academia, environmental groups, and other non-government organizations are also an important part of our Committee’s membership. Area Committees such as ours in Boston produce and maintain Area Contingency Plans (ACPs), describing the strategy for a coordinated federal, state, and local response to a discharge of oil or a release of a hazardous substance within a Captain of the Port Zone.
In addition to important agency updates, this meeting will feature presentations from UMass School for the Environment and potentially other academic institutions. The intent is to highlight academic programs and explore potential nexuses that could be helpful in pollution response.
