Superfund 101

Superfund 101 consists of two introductory-level courses: Fundamentals of Superfund and Enforcement Process Overview. The target audience for each course is On-Scene Coordinators (OSC) and Remedial Project Managers (RPM).

Fundamentals of Superfund, a 3-day introductory training course, provides an overview of the purpose, legal framework and implementation of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) for newly hired OSCs and RPMs. By taking the course, participants will achieve the following objectives:

  • Understand the evolution of the Superfund program. The course explores the origin, accomplishments and future of the Superfund program.
  • Understand the statutory and regulatory basis for the authorities of OSCs and RPMs. The course provides an overview of the roles of the OSC and RPM as they are defined in laws, regulations, policy and guidance, including a comparison of authorities and liabilities.
  • Learn about the three types of response activities defined under CERCLA. The course discusses the components of the removal, remedial and enforcement programs and the major responsibilities of OSCs and RPMs in their work on Superfund responses, site cleanups and enforcement activities.

Enforcement Process Overview, a 2-day course, provides an overview of the EPA’s Superfund enforcement process for OSCs and RPMs. By taking the course, participants will achieve the following objectives:

  • Learn about the goals, priorities, and actions of the Superfund enforcement program. The course provides an introduction to response actions and enforcement authorities under Superfund; illustrates the relationship between major enforcement actions and remedial and removal actions; defines Superfund enforcement goals and principles; identifies objectives of Superfund enforcement reforms; and highlights current enforcement priorities of the EPA.
  • Understand the EPA’s fundamental principles and policies related to enforcement, the four types of potentially responsible parties (PRP), common defenses against liability and other enforcement policies. The course examines the four classes of PRPs, identifies PRP’s defenses and exemptions to liabilities, and identifies major enforcement discretionary policies.
  • Understand the Superfund enforcement process and the roles of states, tribes, Federal agencies and communities in the enforcement process. The course examines and applies EPA’s cost recovery strategy and discretionary enforcement policies, as well as the roles of administrative and judicial law in the enforcement process.
  • Develop their ability to use the tools available to encourage settlements. Participants will learn about the various types of enforcement tools, such as alternative dispute resolution, that are used in the settlement process.

Superfund 101 is recommended for new OSCs and RPMs as well as other programmatic and field support staff (i.e., enforcement personnel, HQ regional coordinators, Special Team members) as well as other federal agency, state and tribal environmental professionals involved in cleanups at Superfund sites. THIS COURSE IS NOT OPEN TO ACADEMIA, CONSULTANTS, CONTRACTORS OR ANY PRIVATE ENTITIES. In addition, the Superfund 101 course is a prerequisite for EPA employees who would like to attend the Removal and Remedial Process courses. 

Please note, non-EPA registrants may be asked to cancel their registration if the course reaches capacity, as priority to attend this course is given to EPA Superfund RPMs and OSCs.

Please note: For OSCs/RPMs to receive your certificate for this training, you will need to attend class until 3:00 p.m. local time on Friday. Please plan your travel accordingly.

Hazard Ranking System

Hazard Ranking System (HRS) is a 4-day training course designed for personnel who are required to compile, draft and review preliminary assessments (PA), site inspections (SI), and HRS documentation records and packages submitted for sites proposed for the National Priorities List (NPL). This course is open to EPA, federal, state, tribal and current U.S. EPA contractor personnel who support site investigation programs.

The HRS course provides a detailed review of the HRS model and how the model is applied to various site conditions. The course is intended to enable staff to prepare HRS packages for the National Priorities List (NPL) and to plan and implement preliminary assessments (PA) and site inspections (SI) to address future HRS scoring issues. By taking the course, participants will achieve the following objectives:

  • Explain the site assessment process under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the role of HRS. The course provides an overview of key provisions of CERCLA and the general response process established under the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). The course discusses procedures and requirements for conducting site assessments and using the HRS to score sites for placement on the NPL.
  • Define and explain the HRS in detail. The course explains the overall structure and elements of the HRS and how a site score is calculated. The course also provides a detailed explanation of each scoring factor (likelihood of release, waste characterization and targets) for each pathway (groundwater, surface water, soil exposure and air) evaluated by the HRS. In addition, the course addresses HRS rules for scoring sites with releases of radionuclides.
  • Illustrate a general approach to scoring sites using the HRS and preparing an HRS package. The course provides an introduction to the process by which HRS packages are prepared, identifies the elements of a complete package and discusses accurate site scoring. The course examines documentation and analytical data quality needed to support HRS packages.
  • Identify and use guidance and software to successfully prepare an HRS package. The course will identify regulations and guidance issued by the EPA applicable to HRS scoring packages and has participants prepare an HRS score for a site.

HRS is a 4-day training course designed for personnel who are required to compile, draft and review HRS documentation records and packages submitted for sites proposed for the National Priorities List (NPL). This course is open to EPA, federal, state and tribal personnel who support site investigation programs. The course is also open to current U.S. EPA contractors taht perform site investigation work. U.S. EPA contractors will need to provide approval from their EPA TOCOR to Barbara Charris, EPA CEC Program Manager (charris.barbara@epa.gov) to attend the training. THIS COURSE IS NOT OPEN TO ACADEMIA, NON-EPA CONSULTANTS, NON-EPA CONTRACTORS OR ANY PRIVATE ENTITIES.

It is recommended that you take the Hazard Ranking System training course prior to the Preliminary Assessment and Site Inspection training course.

Hazardous Waste Operations and Emergency Response (HAZWOPER) 8-Hour Refresher course (Virtual)

This course provides the basic information needed to meet the annual refresher requirements in OSHA 29 CFR 1910.120 Hazardous Waste Operations and Emergency Response (HAZWOPER) for workers at hazardous waste sites who have already completed their initial 40-hour or 24-hour HAZWOPER training. Specifically, this course provides the refresher training for workers who perform hazardous waste site operations that are subject to the requirements of 29 CFR 1910.120 (a) through (p).

After completing this refresher course, participants will be able to:

  • Identify methods and procedures for recognizing, evaluating, and controlling hazardous substances.
  • Identify concepts, principles, and guidelines to properly protect site or response personnel.
  • Discuss regulations and action levels to ensure health and safety of the workers.
  • Discuss fundamentals needed to develop organizational structure and standard operating procedures.
  • Comprehend respiratory program requirements and the selection and use of respiratory protection equipment and chemically protective clothing. Combined these are known as Personal Protective Equipment (PPE).

29 CFR 1910.120 Select Regulation Descriptions:

1910.120(e)(3)(i)  40-Hour course for General Site Worker

General site workers (such as equipment operators, general laborers and supervisory personnel) engaged in hazardous substance removal or other activities which expose or potentially expose workers to hazardous substances and health hazards shall receive a minimum of 40 hours of instruction off the site, and a minimum of three days actual field experience under the direct supervision of a trained experienced supervisor.

1910.120(e)(3)(ii)  24-Hour course for occasional site workers

Workers on site only occasionally for a specific limited task (such as, but not limited to, ground water monitoring, land surveying, or geophysical surveying) and who are unlikely to be exposed over permissible exposure limits and published exposure limits shall receive a minimum of 24 hours of instruction off the site, and the minimum of one day actual field experience under the direct supervision of a trained, experienced supervisor.

1910.120(e)(3)(iii) 24-Hour course for regular workers on fully characterized sites

Workers regularly on site who work in areas which have been monitored and fully characterized indicating that exposures are under permissible exposure limits and published exposure limits where respirators are not necessary, and the characterization indicates that there are no health hazards or the possibility of an emergency developing, shall receive a minimum of 24 hours of instruction off the site, and the minimum of one day actual field experience under the direct supervision of a trained, experienced supervisor.

This class is scheduled from 8AM to 5PM Central Time Zone on 3/9/2026.  Class must be completed during these dates to receive a completion certificate.  Class participation details will be provided to Trainex enrolled/registered participants for this course through receipt of a separate Outlook calendar event email invitation.  Trainex course participation and course transcript will be marked as “Incomplete” or “No Show” when training dates & times are not completed 100% in full by the registered participant for this entire course/class registration offering.

Removal Process for RPMs

The Removal Process for Remedial Project Managers (RPM) course focuses on the various aspects of the removal process and various methods of integrating removal actions at National Priorities List (NPL) sites to complete Superfund response activities as quickly and effectively as possible.

By taking the course, participants will achieve the following objectives:

  • Understand the laws, regulations, policies and processes involved in Superfund removal actions. The course provides an overview of removal actions that help RPMs understand the role they play in the Superfund cleanup program.
  • Identify removal authorities, recognize situations in which removal actions are appropriate and initiate removal actions. The course examines approaches to the evaluation and initiation of removal actions, emphasizing such challenges as meeting applicable or relevant and appropriate requirements (ARAR) during removal actions.
  • Summarize the steps to be taken to implement the removal action and complete the necessary closeout procedures. The course provides a step-by-step review of the conduct of a removal action, from initial activities on site through closeout.
  • Apply the RPM’s new knowledge to real-life situations. Participants are challenged to use the information acquired during the course to complete realistic exercises and case studies. They also have the opportunity to consider examples of actual issues and problems that arise during Superfund removal actions and the resolutions of such issues.

The Removal Process for RPMs course is a 2-day comprehensive training course intended for EPA RPMs who have at least six months of experience and are involved, or intend to be involved, with leading a removal action at NPL sites, although more experienced RPMs are encouraged to attend and share their field experiences with the class. This course provides the basic information needed to meet the annual refresher requirements in OSHA 29 CFR 1910.120 Hazardous Waste Operations and Emergency Response (HAZWOPER) for workers at hazardous waste sites who have already completed their initial 40-hour or 24-hour HAZWOPER training. Specifically, this course provides the refresher training for workers who perform hazardous waste site operations that are subject to the requirements of 29 CFR 1910.120 (a) through (p).

After completing this refresher course, participants will be able to:

  • Identify methods and procedures for recognizing, evaluating, and controlling hazardous substances.
  • Identify concepts, principles, and guidelines to properly protect site or response personnel.
  • Discuss regulations and action levels to ensure health and safety of the workers.
  • Discuss fundamentals needed to develop organizational structure and standard operating procedures.
  • Comprehend respiratory program requirements and the selection and use of respiratory protection equipment and chemically protective clothing. Combined these are known as Personal Protective Equipment (PPE).

General site workers (such as equipment operators, general laborers and supervisory personnel) engaged in hazardous substance removal or other activities which expose or potentially expose workers to hazardous substances and health hazards shall receive a minimum of 40 hours of instruction off the site, and a minimum of three days actual field experience under the direct supervision of a trained experienced supervisor.

1910.120(e)(3)(ii)  24-Hour course for occasional site workers

Workers on site only occasionally for a specific limited task (such as, but not limited to, ground water monitoring, land surveying, or geophysical surveying) and who are unlikely to be exposed over permissible exposure limits and published exposure limits shall receive a minimum of 24 hours of instruction off the site, and the minimum of one day actual field experience under the direct supervision of a trained, experienced supervisor.

1910.120(e)(3)(iii) 24-Hour course for regular workers on fully characterized sites

Workers regularly on site who work in areas which have been monitored and fully characterized indicating that exposures are under permissible exposure limits and published exposure limits where respirators are not necessary, and the characterization indicates that there are no health hazards or the possibility of an emergency developing, shall receive a minimum of 24 hours of instruction off the site, and the minimum of one day actual field experience under the direct supervision of a trained, experienced supervisor.

NARPM Presents...Strategies for Preventing Post Construction Pitfalls: This 2-hour course allows participants to learn strategies to identify and prevent potential post-construction pitfalls entirely or address them when they arise. 
 
Course objectives include learning to:
  • Plan more effectively for post construction completion activities;
  • Operate within the limitations CERCLA and the NCP place on EPA’s work during post construction;
  • Successfully manage the transition of Fund-lead remedies to the state for operation and maintenance; and
  • Fulfill EPA’s oversight responsibilities for any remedy in post construction.
The training is most relevant to Fund-lead remedies but also has important lessons for PRP-lead and special account-funded remedies. Since post construction policy includes some nuances that RPMs might encounter only once or twice in their careers, the course is recommended for RPMs and site managers of all experience levels.
 
The course is open to EPA, state and tribal representatives.

Hazardous Waste Operations and Emergency Response (HAZWOPER) 8-Hour Refresher course (Virtual)

This course provides the basic information needed to meet the annual refresher requirements in OSHA 29 CFR 1910.120 Hazardous Waste Operations and Emergency Response (HAZWOPER) for workers at hazardous waste sites who have already completed their initial 40-hour or 24-hour HAZWOPER training. Specifically, this course provides the refresher training for workers who perform hazardous waste site operations that are subject to the requirements of 29 CFR 1910.120 (a) through (p).

This 3-day course is designed for workers on site only occasionally for a specific limited task unlikely to be exposed over permissible exposure limits, or regularly on a site working in areas which have been monitored and fully characterized, and where respirators and wearing elevated protection levels of PPE are not necessary. It provides the basic information needed to meet the 24-hour training requirements of the OSHA 1910.120(e)(3)(ii) and 1910.120(e)(3)(iii) Hazardous Waste Operations and Emergency Response (HAZWOPER) Standard.

After completing the course, participants will be able to:

  • Identify methods and procedures for recognizing, evaluating, and controlling hazardous substances.
  • Identify concepts, principles, and guidelines to properly protect site or response personnel.
  • Discuss regulations and action levels to ensure health and safety of the workers.
  • Discuss fundamentals needed to develop organizational structure and standard operating procedures.
  • Comprehend respiratory program requirements and the selection and use of respiratory protection and chemically protective clothing. Combined these are known as Personal Protective Equipment (PPE). Understand Personal Protective Equipment (PPE) selection and requirements, including dermal and respiratory protective equipment.
  • Participate in on-site clean-up operations conducted at fully characterized and monitored hazardous waste sites and clean-up operations at sites covered by the Resource Conservation and Recovery Act of 1976 (RCRA) as amended (42 U.S.C. 6901 et seq.).

Participants will be trained in hazardous waste operations, team functions, personnel health and safety procedures, and operation of field monitoring equipment.

Note: Completing this 24-hour HAZWOPER course only provides training sufficient to access fully monitored and characterized hazardous waste sites and excludes training to wear elevated levels of PPE or respiratory protection. If training is needed that provides access uncontrolled hazardous waste sites, response to incidents involving hazardous materials or training to wear elevated levels of PPE and respiratory protection, completion of the 40-hour HAZWOPER training is required.

It is highly recommended you complete the FEMA Incident Command System (ICS) Classes 100, 200, 700 and 800 prior to attending. This training is available for free on the FEMA website.

The 24-hour HAZWOPER course is not a substitute for the EPA employee requirement of completing the initial 24-hour Field Safety & Health Training.  EPA employee managers and supervisors should contact their local Safety Health & Environmental Manager for more information.

Hazardous Waste Operations and Emergency Response (HAZWOPER) 40-Hour Hybrid Training course (Virtual + In-Person)

Note: Completing this 40-hour HAZWOPER course provides the training required to access uncontrolled and fully monitored and characterized hazardous waste sites and participate in response activities to an incident involving hazardous materials, wearing elevated protection levels of PPE.  The 24-hour HAZWOPER course only provides training sufficient to access fully monitored and characterized hazardous waste sites and excludes training to wear elevated levels of PPE.

In some segments of the course, participants are required to wear PPE, including Level A encapsulating suits and self-contained breathing apparatus (SCBA). It should be noted that wearing encapsulating suits may be stressful to some individuals and wearing respirators precludes individuals from wearing eyeglasses. Participants who are severely restricted without their glasses should be aware that their participation may be limited unless they have contact lenses and/or their own respirator spectacle kit. Respirator fit-testing is not required prior to attending this course.

NOTE: In accordance with the Respiratory Protection Standard, 29 CFR 1910.134(e), a medical clearance to wear a respirator is required to attend this course. Each student must include with their registration a formal verification from their safety officer, physician, or other licensed health care professional that clearly states that a medical evaluation has been completed and that the student has been medically cleared to wear respiratory protection equipment. This must be received prior to the course start date.

The medical questionnaire to be completed and provided to their safety officer or physician is located at 29 CFR 1910.134 Appendix C, OSHA Respirator Medical Evaluation Questionnaire.

Registration will not be completed, nor will confirmation be sent, until such proof is received by the HazTrain Registrar. If registration is done on-line, a copy of the respiratory document can be emailed to ERTP-H&S@epa.gov.

It is highly recommendedyou complete the FEMA Incident Command System (ICS) Classes 100, 200, 700 and 800 prior to attending. This training is available for free on the FEMA website.

The 40-hour HAZWOPER course is not a substitute for the EPA employee requirement of completing the initial 24-hour Field Safety & Health Training.  EPA employee managers and supervisors should contact their local Safety Health & Environmental Manager for more information.

1910.120(e)(3)(i)  40-Hour course for General Site Worker

General site workers (such as equipment operators, general laborers and supervisory personnel) engaged in hazardous substance removal or other activities which expose or potentially expose workers to hazardous substances and health hazards shall receive a minimum of 40 hours of instruction off the site, and a minimum of three days actual field experience under the direct supervision of a trained experienced supervisor.

This 3- to 3.5-day course provides participants with the knowledge and skills to perform the Data Support Coordinator (DSC) position. It covers the roles and responsibilities of a DSC and the relationship of the DSC to other positions in the Incident Command System (ICS). The course includes the following modules:  Introduction, ICS for the DSC, Data Planning, Data Response Management, Data Collection Tools, Data Analysis-Visualization Tools, Data Deliverables, Data and the Privacy Act, Closing Wrap-Up and a half day exercise. This course also contains mini modules entitled “Soft Skills for Success” to highlight and exercise important soft skills necessary to perform the DSC function well. The goal of this course is to train a cadre of DSCs to lead data support teams and to provide support to the IMT for response data needs while advocating for sound data management practices.

This course is intended for U.S. EPA personnel who have performed data support functions in an emergency response scenario or perform data support functions in their regular job and have interest in performing emergency response data management coordination functions. This course is REQUIRED for all who wish to perform this role on a national response after 4/30/2025. This course is also recommended for U.S. EPA personnel who deploy, or intend to deploy, to emergency responses and will work closely with the DSC as part of their deployment (e.g., IC, OPS, LNO, PIO, and ENVL roles).

Target Group
This course is intended for U.S. EPA personnel who have completed Incident Command System ICS-100, ICS-200, IS-700, IS-800, ICS-300, and ICS-400 level courses and who have been identified to fill the Data Support Coordinator position on an Incident Management Team.

  • Identify the major functions of the DSC and their specific responsibilities.
  • Describe the duties and assignments of DSC assistants.

Introduction to PRP Search for States and Tribes

Participants can expect this course to provide them with basic information on common PRP Search related tasks such as gathering information, interviewing witnesses, issuing information requests, conducting title searches, and using technical evidence to establish liability.  The instructors will consist of a team of experienced PRP Search professionals, Superfund technical staff, and Office of Regional Counsel attorneys. Remedial Design/Remedial Action (RD/RA) focuses on aspects of the RD/RA phase of a Superfund project and the objectives, issues and challenges that Remedial Project Managers (RPM) face during response planning and implementation. By taking the course, participants will achieve the following objectives:

  • Identify steps for implementing and completing an RD/RA project under Superfund. The course provides a comprehensive examination of the RD/RA process.
  • Describe the overall effort needed to conduct an RD/RA project and identify and anticipate the difficulties that can arise during such an effort. The course provides practical guidance that helps both engineers and RPMs who have other backgrounds effectively implement the design and construction phases of a Superfund cleanup.
  • Describe the role of the RPM as a project manager. The course examines the crucial role of the RPM in planning an RD/RA project; effectively managing contracting, scheduling, budgeting and other aspects of the effort; coordinating activities with states and tribes; conducting effective community relations efforts; and more.
  • Apply the skills they have developed to real-life situations. The course provides RPMs the opportunity to work through realistic case studies that highlight actual issues and problems that can arise.

RD/RA is a 2-day training course and is intended primarily for RPMs who have two or more years of experience or who currently are or soon will be involved in an RD/RA project. Hazardous Waste Operations and Emergency Response (HAZWOPER) 8-Hour Refresher course (Virtual)

This course provides the basic information needed to meet the annual refresher requirements in OSHA 29 CFR 1910.120 Hazardous Waste Operations and Emergency Response (HAZWOPER) for workers at hazardous waste sites who have already completed their initial 40-hour or 24-hour HAZWOPER training. Specifically, this course provides the refresher training for workers who perform hazardous waste site operations that are subject to the requirements of 29 CFR 1910.120 (a) through (p).

After completing this refresher course, participants will be able to:

  • Identify methods and procedures for recognizing, evaluating, and controlling hazardous substances.
  • Identify concepts, principles, and guidelines to properly protect site or response personnel.
  • Discuss regulations and action levels to ensure health and safety of the workers.
  • Discuss fundamentals needed to develop organizational structure and standard operating procedures.
  • Comprehend respiratory program requirements and the selection and use of respiratory protection equipment and chemically protective clothing. Combined these are known as Personal Protective Equipment (PPE).

1910.120(e)(3)(i)  40-Hour course for General Site Worker

General site workers (such as equipment operators, general laborers and supervisory personnel) engaged in hazardous substance removal or other activities which expose or potentially expose workers to hazardous substances and health hazards shall receive a minimum of 40 hours of instruction off the site, and a minimum of three days actual field experience under the direct supervision of a trained experienced supervisor.

1910.120(e)(3)(ii)  24-Hour course for occasional site workers

Workers on site only occasionally for a specific limited task (such as, but not limited to, ground water monitoring, land surveying, or geophysical surveying) and who are unlikely to be exposed over permissible exposure limits and published exposure limits shall receive a minimum of 24 hours of instruction off the site, and the minimum of one day actual field experience under the direct supervision of a trained, experienced supervisor.

1910.120(e)(3)(iii) 24-Hour course for regular workers on fully characterized sites

Workers regularly on site who work in areas which have been monitored and fully characterized indicating that exposures are under permissible exposure limits and published exposure limits where respirators are not necessary, and the characterization indicates that there are no health hazards or the possibility of an emergency developing, shall receive a minimum of 24 hours of instruction off the site, and the minimum of one day actual field experience under the direct supervision of a trained, experienced supervisor.

Hazardous Waste Operations and Emergency Response (HAZWOPER) 8-Hour Refresher course (Virtual)

This course provides the basic information needed to meet the annual refresher requirements in OSHA 29 CFR 1910.120 Hazardous Waste Operations and Emergency Response (HAZWOPER) for workers at hazardous waste sites who have already completed their initial 40-hour or 24-hour HAZWOPER training. Specifically, this course provides the refresher training for workers who perform hazardous waste site operations that are subject to the requirements of 29 CFR 1910.120 (a) through (p).

After completing this refresher course, participants will be able to:

  • Identify methods and procedures for recognizing, evaluating, and controlling hazardous substances.
  • Identify concepts, principles, and guidelines to properly protect site or response personnel.
  • Discuss regulations and action levels to ensure health and safety of the workers.
  • Discuss fundamentals needed to develop organizational structure and standard operating procedures.
  • Comprehend respiratory program requirements and the selection and use of respiratory protection equipment and chemically protective clothing. Combined these are known as Personal Protective Equipment (PPE).

29 CFR 1910.120 Select Regulation Descriptions:

1910.120(e)(3)(i)  40-Hour course for General Site Worker

General site workers (such as equipment operators, general laborers and supervisory personnel) engaged in hazardous substance removal or other activities which expose or potentially expose workers to hazardous substances and health hazards shall receive a minimum of 40 hours of instruction off the site, and a minimum of three days actual field experience under the direct supervision of a trained experienced supervisor.

1910.120(e)(3)(ii)  24-Hour course for occasional site workers

Workers on site only occasionally for a specific limited task (such as, but not limited to, ground water monitoring, land surveying, or geophysical surveying) and who are unlikely to be exposed over permissible exposure limits and published exposure limits shall receive a minimum of 24 hours of instruction off the site, and the minimum of one day actual field experience under the direct supervision of a trained, experienced supervisor.

1910.120(e)(3)(iii) 24-Hour course for regular workers on fully characterized sites

Workers regularly on site who work in areas which have been monitored and fully characterized indicating that exposures are under permissible exposure limits and published exposure limits where respirators are not necessary, and the characterization indicates that there are no health hazards or the possibility of an emergency developing, shall receive a minimum of 24 hours of instruction off the site, and the minimum of one day actual field experience under the direct supervision of a trained, experienced supervisor.

OSC 201

OSC 201 is an intermediate-level training course that expands on the Removal Process course to prepare On-Scene Coordinators (OSC) for the rigors of everyday removal action site activities. The instructional methodology will include a response case study to provide participants an opportunity to apply the skills learned during the course. By taking the course, participants will achieve the following objectives:

  • Understand how to apply a Removal Site Strategy Model to a project. The course reviews this effective conceptual tool in managing the factors that influence the cleanup at a removal site.
  • Learn project management skills, including organization of a project, forecasting resources and personnel, planning meetings, documenting site activities and tracking schedules and costs. The course prepares OSCs for the daily challenges they will encounter during a removal action and an emergency response.
  • Learn to navigate through the daily tasks of the removal process and adapt to changing site circumstances. The course includes a response case study to provide participants an opportunity to apply the skills learned during the course.
  • Understand the keys to conducting a removal action that is consistent with the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). The course takes a hands-on practitioner's approach to removal and emergency response management, based on the perspective of field operations, and focuses on attaining the response action goals.

OSC 201 is a 2-day training course designed for OSCs with one to two years of experience, particularly in the field at removal actions and who may have assisted other OSCs with removal actions or are now preparing to take the lead in conducting a large-scale removal action. More experienced OSCs may find the course useful as a refresher and an opportunity to share success stories and lesson learned with newer OSCs. Other EPA removal program personnel (including Headquarters regional coordinators, enforcement personnel, Removal Managers and Special Team members) are also welcome to attend. THIS COURSE IS NOT OPEN TO OTHER FEDERAL AGENCIES, STATES, TRIBES, ACADEMIA, CONSULTANTS, CONTRACTORS OR OTHER PRIVATE ENTITIES. The Removal Process course is a prerequisite for EPA employees who would like to attend OSC 201.

This 4-day course provides participants with course work and hands-on training for the position of Public Information Officer (PIO) on a Type 2 Incident Management Team. It covers the role and responsibilities of a PIO, duties required of the PIO in all types of incidents, how to establish and organize an Information Office appropriate for the incident and discusses key functions of the Information Office. Instructional methods include lectures, class discussions, graded evaluations, and group exercises. A certificate of course completion will be awarded to those students who have 100% attendance and who obtain a total course score of 70% or higher. This course is intended for U.S. EPA and U.S. Coast Guard personnel who have completed Incident Command System courses I-100, 200, 300, and 400, and IS-700b and IS-800d, and who have been identified to be a part of an Incident Management Team. Sampling for Hazardous Materials

This 2-day introductory course provides classroom and field instruction for the environmental sampling of soil, groundwater, surface water, sediment and waste. It is intended for individuals with no sampling experience, personnel performing program inspection or oversight, and as a refresher for those returning to field activities.

A variety of methods and types of sampling equipment are presented, demonstrated, and made available for hands-on-experience. New emerging technologies are discussed in classroom modules along with the traditional standards. Air sampling is specifically addressed in "Air Monitoring for Hazardous Materials" and is not discussed in this course.

Sampling basics are presented for waste, groundwater, soils, surface water, and sediments. Concepts of sampling plan development and field screening are summarized to familiarize the student with the Triad approach to sample planning. Fundamentals of documentation and decontamination are conveyed in their primary importance relating to the entire process of collecting a defensible, representative sample. Field exercises reinforce classroom presentation and field demonstrations.

The course is designed to be consistent with the EPA protocol and guidance as presented in EPA Superfund Program Representative Sampling Guidance. New technology guidance is derived from Interstate Technological Research Council (ITRC) and United States Geological Survey (USGS) studies and other publications.

After completing the course, participants will be able to:

  • Discuss the Triad sampling strategy and basis for selection of sampling designs.
  • Apply protocols for the collection of a representative sample from a variety of environmental media and waste.
  • Complete required sample documentation, including labels and chain of custody for delivery of a defensible sample to an analytical laboratory.
