Principles of Chemical Emergency Preparedness (CEP) Train the Trainer

Successful Chemical Emergency Preparedness (CEP) planning and implementation can help facilities and local government planning and response officials protect human health and the environment from the dangers of chemicals and hazardous materials. The Principles of CEP Train the Trainer is a 3.5-day training course developed to provide participants with the knowledge and tools to teach and present the course to Local Emergency Planning Committee (LEPC) members, Community Emergency Management personnel, and Facility Emergency Management personnel the fundamental concepts for developing and implementing Chemical Emergency Response Plans (CERP). The course was designed to be applicable both domestically (United States) and internationally. For the purpose of this training, the term “Community” includes all non-facility stakeholders.

Historically, many governments recognize that environmental problems are not independent isolated issues, but are interrelated from local to global levels. Effective CEP planning to minimize both the adverse health and environmental effects of improper planning and response for a release of chemicals needs to be systematic, practical, and specific to the planning area.

More recently, in response to the West, TX ammonia nitrate incident, President Obama issued Executive Order (EO) – Improving Chemical Facility Safety and Security on 8/1/13. This EO includes an objective to “identify opportunities and mechanisms to improve response procedures and to enhance information sharing and collaborative planning between chemical facility owners and operators, TEPCs, LEPCs, and first responders”. This course contributes directly to meeting that objective.

This course provides a basic understanding of CEP. Participants learn concepts to successfully develop and implement Community and Facility CERPs. In order to accomplish this, the course focuses on the following areas:

• Fundamental CEP principles;

• Understanding the Safety Continuum;

• The CEP planning process;

• Obtain knowledge on preparation of the CERP; and

• Testing and evaluating the CERP.

The course allows participants to understand how CEP and CERPs are applicable to their own situations, either as a community emergency planner or facility emergency planner. This course does not provide answers to specific CEP and/or CERP challenges and will not provide a ready-made CERP plan for a planning area or local government. Rather, the course will enable both community and industry CEP planners and other stakeholders to prepare CERPs that address their needs and regulatory requirements.

This particular offering of this course is designed primarily for EPA OSCs/Planners and State Planners. Participants are expected to have an understanding of basic Chemical Emergency Preparedness issues, hazards.

In compliance with Executive Order 13589 - Promoting Efficient Spending, Section 5; the ERTP will not be regularly printing or providing students hard copies of the course manual.
