Institutional controls are legal instruments or administrative mechanisms that protect people from exposure to contamination by limiting land or resource use before, during, and after an environmental cleanup. These controls include government controls such as ordinances and permits, informational controls (signs, billboards), and proprietary controls such as recording the information in land records as a notice, or deed restrictions.
