RCRA Practitioners Training

This course is designed to give both an overview on the RCRA enforcement program as well as in depth attention to key issues that arise in RCRA enforcement actions. The course is geared to both technical and legal staff that spend a majority of time working on RCRA enforcement issues. The training will include presentations and case examples on topics such as the definitions of solid and hazardous waste, key exemptions from the regulatory program, requirements for generators and permitted facilities, inspection and information gathering issues, RCRA civil pleading issues, RCRA Criminal law issues, cleanup and corrective action matters, penalty calculations, state issues and DOJ referrals. Presenters include both OECA RCRA experts as well as Regional experts who will provide both background presentations and real-life case examples. Discussions will be based both on original EPA materials as well as on key policy or guidance documents that are relevant to the topic.
