Oil Response Training - Fast Water Practical

This 3-day course is designed for U.S. Environmental Protection Agency (EPA) Federal On-Scene-Coordinators (FOSCs), U.S. Coast Guard (USCG) state and local responders who are involved in developing Geographical Response Plans, inland oil spill prevention and cleanup. The course is a hands-on practical oil spill response course for fast water usually found on rivers in the eastern and western regions of the United States. The training involves instruction on how to respond to large transportation related incidents including pipeline breaks and unit crude oil train derailments. Case histories and response techniques are highlighted. Class participants will spend three days learning how to read rivers; determine oil recovery locations; determine various methods of boom deployment on fast water rivers; and deploy oil recovery methods on fast water rivers.
The training involves instruction on how to respond to large transportation related incidents including pipeline breaks and unit crude oil train derailments. Case histories and response techniques are highlighted.
The course is usually scheduled once a year (subject to change) or may be requested by EPA FOSCs for presentations at appropriate locations within their regions. Contact Fred Stroud EPA Environmental Response Team Cincinnati, Ohio to arrange for an outreach course at 702-784-8007.
The course has minimal classroom instruction with extensive field work which is strenuous at times. Course participants will work along the banks and on swift water for most of the course utilizing oil spill response equipment. Participants may enter the water from time to time. Participants should dress accordingly for the rough terrain. Personal equipment should include field boots (steel toes), sharp clip knife, gloves, hat, sun screen and bug repellent.
Instructional methods include lectures and field work that emphasize the practical and problem solving skills related to oil spill control and cleanup on fast water rivers.
After completing this course, participants will be able to:
Apply techniques learned to prepare useable Geographical Response Plans.
Demonstrate how to read a river for determination of flow rates, debris patterns in currents and selection of safe oil recovery locations.
Select an appropriate method of boom deployment on a fast water river
Demonstrate the deployment of boom on fast water deflecting simulated oil to a recovery site down river.
Select an appropriate method of protecting sensitive areas of a river with boom.
Establish a safe and effective oil recovery operation and site.
Demonstrate safe boat operations on fast water rivers.
Recognize health and safety issues associated with field operations involving oil recovery on fast water rivers.

The first two days of the class will focus on oil spill response in slow-water (lake) settings, while the third day will focus on instruction in basic response techniques in swift-water (river) response. The course description for Black Canyon Reservoir does not apply.
