Event Name: ICS Instructor Training - Train-the-Trainer Practicum
Event Description:

This 3- to 4-day course is Part 2 of a two-part instruction plan designed to prepare experienced EPA ICS practitioners to meet the FEMA recommendations and EPA requirements to become certified instructors for Intermediate and Advanced ICS (ICS-300/400) and EPA ICS Key Leadership Position (KLP) courses.  

This course, called a “Practicum”, engages participants as an instructor trainee in the respective ICS-300/400 or KLP position course for which they have already become an experienced practitioner. Each instructor trainee will present at least one classroom lecture and facilitate at least one exercise during the course. The instructor trainee will assist in classroom and exercise set up and observe and document the instructional and classroom management techniques of experienced instructors as well as be observed by them. A feedback session will be held at the end of each day of the course. Participants will receive written as well as verbal feedback from their fellow instructors. Participants will submit written documentation of their observations.

This course is preceded by ICS KLP Instructor Training Part 1, which is a 1-day Adult Learning Methods classroom training course that provides participants 8 hours of classroom training covering adult learning theory, classroom management, exercise creation, exercise conduct, and other material that will aid the new instructor in presenting ICS classes. 

Those seeking to obtain certification in multiple ICS course may take the 1-day (Part 1) class only once and arrange to complete additional ICS practicum courses during the KLP course of their particular interest.

This course is intended for EPA personnel with prior training and experience in an ICS Key Leadership Position and requires adult learning methods training to meet the qualifications to become EPA-certified instructors.

After completing the course, participants will be able to:

  • Demonstrate how to use multiple techniques of instruction
  • Demonstrate effective classroom management skills
  • Effectively present a course module.
  • Demonstrate the ability to ask and answer questions
  • Effectively setup, monitor and debrief a classroom exercise.
  • Observe and document effective instructional and classroom management techniques of fellow instructors

These two Virtual ICS Key Leadership Position (KLP) Instructor Training - Adult Learning Methods courses are being sponsored by the U.S. EPA Office of Emergency Management (OEM) to increase the numbers of qualified EPA-certified ICS-300/400 and KLP instructors nationwide, particularly among members of the U.S. EPA National Incident Management Assistance Team (N-IMAT).  

Therefore, while registration for these classes will be open, the ERTP Contracting Officer Representative (COR) reserves the right to adjust the final enrolled roster, from among both registered and waitlisted applicants, to reflect a target distribution of two slots per U.S. EPA region per class and up to six slots per class for allocation by the U.S. EPA National IMAT Coordinator.  Formal enrollment decisions will be confirmed by email 1 to 2 weeks prior to course delivery.

Enrolled participants will be invited to a separate voluntary “Acclimation Meeting”, which will be conducted prior to the class delivery to help ensure enrolled participants are able to successfully navigate the Microsoft Teams classroom environment and attempt to solve connectivity issues in advance, if possible.”

IMPORTANT NOTICES – Applicable to all ERTP courses :

  1. ERTP’s receipt of a Trainex course registration is a Registration Request, it is not a Guaranteed Enrollment in the Course. All ERTP training courses require applicant registration thru the Trainex system. Last minute course arrivals without prior ERTP Trainex course registration approval is not permitted. Before ERTP issues final approval to deliver any course and/or any EPA offices incurring expenses for the training event (including but not limited to EPA staff travel TA’s and/or ERTP training contractor expenses incurred), all EPA mandatory pre-approvals must all be met. The pre-approvals include (but are not limited to) the following:

    • Training location’s availability;
    • COVID status and/or other COVID Guidelines in effect for the location, as well as staff;
    • Agency limitations, scrutiny, and approvals of ‘Conference Spending Requirements (known as the “5170”)’ for the specific training course(s) scheduled delivery timeframe;
    • Weather (blizzard, hurricane, etc);
    • Contractual number of available course training slots;
    • EPA training location staff having priority registration over all other registrations; and/or
    • Hosting site Training Coordinator approval.

    In the event a course is subsequently postponed or canceled, or notification of registration cancellation is received, all EPA travel arrangements (airline/car rental/hotel) should be canceled in a timely manner. Registered students will receive a notification via email if/when a course is postponed and/or cancelled.
     
  2. For in-person course deliveries, confirmed course registered participants must abide by all facility physical access requirements for the location (examples: check-in at the security gate, Federal ID, Government PIV/CAC cards, photo id’s, etc.). If applicable for the course or location, restrictions may apply to non-citizens and acceptable identification may be required for facility entry.

EPA travelers: It is not anticipated that this course will require a 5170.  Please use your organization's generic exempt conference budget code in your TA for this course.
