As new Effluent Limitation Guidelines (ELG) regulations for construction sites are being finalized by the EPA for a December 2009 release date, it is important to fully understand the regulations, their implications and the technologies that the EPA describes as being able to achieve the prescribed regulations, namely Advanced Treatment Systems (ATS). This is one of the most significant changes in stormwater regulations since the NPDES permits were issued.
